Moving on to Malta - Joseph Attard, Head of Compliance and AML at the MGA says:
"The environment is what it is at this point in time. There are a number of high risk operators that need to undergo AML examinations and in a nutshell, what we do is we take out lessons learned from these examinations.
"I would say 85% of operators are doing what should be done - but let's not forget 3 years is not a lot of time to transpose and change the culture the sector had to go through."
Are you suggesting there was previously a broad culture of laxity of compliance in this regard? - asks moderator James Scicluna.
"The regulations and the laws of the gaming always emphasise the AML/CFT but when the sector became subject persons that changed the dynamic because now they are gatekeepers as well. They had controls in place but not to the extent they have today" counters Mr Attard.
